Rarity of an item doesn't change if the pack is limited edition or not. These rarities define the probability of getting it in the store. Therefore, any craftable item or minable blocks directly defined as "common". Almost all blocks in the game are generally defined as common. Raritiy is not a direct measure of item prices. It's just an influencing factor for pricing.
